[Philadelphia] August 11, 1790. “I was satisfied respecting the ship Brigada1 by your first letter,2 but as I had refused a Register for the Birmingham was the cause of my writing a second time,3 & pointing out the reason for such refusal.… The Schooner Betsey is rated as foreign and all others without due papers as you may see by my Quartely settlements.…”
