I have the honour to enclose, herewith, Nominations for the promotions and appointments required by the Naval Service of the United States. I have the honour to be, &c.

JM forwarded the nominations, listing forty-nine names, in two messages to the Senate on 20 Apr. 1816 (DNA: RG 46, Executive Proceedings, Nominations, 14B–A1). The Senate approved five nominations on 23 Apr. 1816, rejected that of Buller Cocke of Virginia to be a purser on 26 Apr., and approved the remaining nominations on 26 and 27 Apr. 1816 (Senate Exec. Proceedings, description begins Journal of the Executive Proceedings of the Senate of the United States of America (3 vols.; Washington, 1828). description ends 3:44, 46–48, 49, 50).
