Navy Department February 23rd. 1816.

Sir,

I have the honour to transmit, herewith, Nominations to the Senate of the United States, on behalf of Charles R. Broome,1 to be a first Lieutenant; Erastus Loomis, Robert M. Desha, John S. Page, Henry E. Dix, and Augustus A. Nicholson, to be second Lieutenants in the Marine Corps. I have the honour to be, &c.

Letterbook copy (DNA: RG 45, LSP). JM forwarded the recommendations to the Senate on 26 Feb. 1816 (DNA: RG 46, Executive Proceedings, Nominations, 14B–A1; in John Payne Todd’s hand, signed by JM). The Senate approved the nominations of Broom, Loomis, and Desha on 28 Feb. 1816, and those of Page, Dix, and Nicholson on 13 Mar. 1816 (Senate Exec. Proceedings, description begins Journal of the Executive Proceedings of the Senate of the United States of America (3 vols.; Washington, 1828). description ends 3:32–33, 35–36).

1Appended to this message is an undated letterbook copy of Crowninshield’s transmission to the Senate listing the nominees and the states they were from. He also disclosed that Broom had recently been tried by court-martial and sentenced to be dismissed, adding that Broom’s “ardent feelings induced the commission of a venal offence, for which he is pentitent; in consideration of which, his previous good conduct, and the recommendations offered on his behalf for reappointment to his former grade, I now nominate him” (DNA: RG 45, LSP).
