1. In 1785, the Orange County Court met on 23 June. Thus JM’s “Memorial and Remonstrance” on the General Assessment bill apparently was ready for transmittal to Nicholas then, which fixes its final preparation at sometime between 20 and 23 June.

2. Nicholas had last written JM on 22 Apr. 1785. “Memorial and Remonstrance” petitions from only six of the counties mentioned by Nicholas reached the General Assembly during the Oct. 1785 session: Albemarle, Amherst, Culpeper, Frederick, Loudoun, and Rockingham (Vi: Mss, except Rockingham, which is noted in JHDV description begins Journal of the House of Delegates of the Commonwealth of Virginia; Begun and Held at the Capitol, in the City of Williamsburg.
