Sir:

Enclosed is a letter I have received from Benjamin Wells1 formerly an Excise officer in the Western parts of Pennsylvania. I would be much obliged to you if you would state to me the items in the charges to which Mr Wells refers, and the reasoning of the Treasury on the subject.
