To the Senate
[Washington,] December 13th. 1816
A Treaty of Commerce between the United States and the king of Sweeden & Norway, having been concluded and signed on the fourth day of September last by their respective plenipotentiaries, I lay the same before the Senate for their consideration and advice as to a ratification.1
