1. Knox is undoubtedly referring to the letter of 17 Nov. 1789 to him from Benjamin Lincoln, Cyrus Griffin, and David Humphreys, the United States commissioners to the southern Indians, enclosing their report on their negotiations with the southern tribes. The letter and report are in , 2:210–36, and 1:68–78. Also enclosed may have been the commissioners’ letter to Knox of 20 Nov. 1789, reporting on Indian affairs on the southern frontier and recommending measures to deal with Indian problems in the area ( , 2:236–40; 1:78–79).
