Report on the Deputation to Rhode Island
[Philadelphia, December 17, 1782]
That the deputation appointed to go to the state of Rhode Island to Urge the Necessity of a Compliance with the recommendation of Congress for laying an impost of 5 ⅌ Ct. delay their journey till the further order of Congress1
The Committee to whom was referred the foregoing motion beg leave to report it as their opinion that the deputation ought to proceed as soon as possible.2

2. H’s motion of December 6 that a deputation be sent to Rhode Island was passed by the Congress on the same day. When the letter to accompany the deputation was reported to the Congress on December 11 (see the letter to William Greene, December 11, 1782), David Howell, delegate from Rhode Island, made a motion that the resolution authorizing the deputation be repealed. On the day following, December 12, a substitute motion, delaying the departure of the deputation, was passed. The latter motion was referred to H, James Madison, and Thomas FitzSimons (, XXIII, 788–90).
