1. The enclosures (3 pp.) are Andrew Allen Jr. to Gallatin, 28 Oct. 1805, stating that Capt. Randall McDonald of the British schooner Union, who had carried from Halifax to Boston the crew of the American brig Sally, which was condemned at Halifax, had applied to the customs collector at Boston for fifty dollars payment for passage and food for the seamen, whose names Allen included in an annexed list (not found), and had been refused on the ground that the collector lacked instructions “to make disbursments under such circumstances,” enclosing vouchers, and requesting in “considerations of equity” that McDonald be remunerated; and Gallatin to Allen, 11 Nov. 1805, stating that since there was no fund at the Treasury out of which such a claim could be paid, he was transmitting Allen’s letter to JM, who superintended “expenditures, for the relief of American Seamen abroad.”
