Having lately found among my Papers the original Documents relating to the Convention that met at Annapolis in the Year 1786, I think it my Duty to transmit them to the Executive of the Union, and therefore I now send them.

Enclosures: (1) Resolution of Virginia, 21 Jan. 1786, appointing eight individuals to meet with commissioners from other states to take into consideration the trade of the United States, signed by Governor Patrick Henry, 6 July 1786 (MS in DNA: RG 360, PCC). (2) William Greene to Edmund Randolph, 21 Mch. 1786, acknowledging receipt of the Virginia resolution of 21 Jan. 1786 and reporting the Rhode Island legislature had passed an act “fully empowering Congress to regulate the trade of the United States” (RC in same). (3) John Langdon to Patrick Henry, 27 Mch. 1786, explaining that the New Hampshire legislature had chosen its commissioners but had not yet learned of their acceptance; the legislature is pleased that Virginia has taken the lead in the business about “a general system of commerce” (RC in same). (4) James Bowdoin to Edmund Randolph, 30 Mch. 1786, sending Massachusetts’s approval for calling the convention and enclosing a resolve on the subject of 23 Mch. 1786, acknowledging receipt of the Virginia resolution and naming four commissioners from Massachusetts (RC in same). (5) Minutes of meeting of commissioners of five states, 11-14 Sep. 1786, with Dickinson unanimously elected as chairman; including their report, signed by the commissioners on 14 Sep., stating that they could not proceed without representation of other states, but they call upon the states to send commissioners to convene at Philadelphia on the second Monday of May 1787 to consider changes to the federal system; with cover sheet in Dickinson’s hand: “Proceedings of the Commissioners from Virginia, Delaware, Pennsylvania, New Jersey & New York, at Annapolis in Maryland, from September 11th to Septr. 14th—1786—inclusive” and canceled: “The only enclosure is the resolve of Virginia appointing Commissioners”; notation by TJ: “sent by John Dickinson to be deposited in the public office by Th: Jefferson” (MS in same). (6) Report of the commissioners to the legislatures of Virginia, Delaware, Pennsylvania, New Jersey, and New York, 14 Sep. 1786, signed by Dickinson, calling for the states to appoint delegates to meet in Philadelphia next May “to render the constitution of the Federal Government adequate to the exigencies of the Union” (MS in same). (7) Dickinson to the president of Congress, 14 Sep. 1786, transmitting a copy of the commissioners’ report to the legislatures by which they were appointed (RC in same).
