Letter not found: from Edmund Randolph, 28 Feb. 1792. On 2 Mar. Tobias Lear wrote Randolph “that the President received the Attorney General’s letter of the 28th of february.”1

1. By the president’s command Tobias Lear wrote Edmund Randolph that GW was “of opinion that it would be inexpedient for a pardon to issue for a person against whom an indictment is depending for false swearing. The President observes that the other two pardons mentioned in the Attorney General’s letter have not been submitted to him” (Lear to Randolph, 2 Mar. 1792, DNA:RG 59, Miscellaneous Letters). GW apparently received those two pardons before 3 Mar., when Lear transmitted to Thomas Jefferson “two pardons which have received the President’s signature for the seal &c. to be affixed thereto” (DLC: Jefferson Papers).
