Addressed: To the Commissioner or Commissioners / of the United States of America / at / Paris

1Dated Dec. 8, the resolution ordered Hopkinson to deliver to the Loan Office for Pa. seven sets of bills of exchange amounting to $384, which would be issued to Blair McClenachan, a Philadelphia merchant. The bills replaced sets that had been issued by the Loan Office but were thrown overboard when the vessels which were carrying them to St. Eustatius were captured by the British: JCC, XVIII, 1127. A copy of the resolution is with BF’s papers at the APS.
