From James Madison to John Armstrong, 18 July 1814

To John Armstrong

July 18. 1814.

Wanted copies of the instructions to General Brown, for carrying into effect the plan of operations, agreed on in the Cabinet on the 7th. of June.1 Copies of the instructions to General Winder on his taking command of his Military district, and since.2

The Secretary will let me see the requisitions of Militia to be placed between this place and Baltimore before they go forward.

Jacob Brown, dated 10 June 1814 in the War Department letterbook and filed after 19 July, ordered Brown to proceed with his army to Burlington Heights but explained in detail why the expedition should not be undertaken before Capt. Isaac Chauncey gained control of Lake Ontario, and suggested that Brown attack Fort Erie in the meantime (Quimby, U.S. Army in the War of 1812, 2:514–15; DNA: RG 107, LSMA).

William Winder the same day, informing him that he was to command the district and asking him to come to Washington as soon as convenient. On 18 July 1814 Armstrong notified Winder that militia from Maryland, Virginia, Pennsylvania, and the District of Columbia were subject to his call (DNA: RG 107, LSMA).
