RC (DLC); endorsed by TJ as received 3 May 1816 and so recorded in SJL. RC (DLC); address cover only; with PoC of TJ to George Watterston, 20 June 1816, on verso; addressed (trimmed): “Thomas [. . .]”; postmarked Washington City, 28 Apr.

The enclosed pamphlets vindicated the conduct of Secretary of War John Armstrong and General William H. Winder, respectively, during the War of 1812. The work by “Spectator,” which was attributed to armstrong, was An Enquiry respecting the Capture of Washington by the British, on the 24th August, 1814; with an Examination of the Report of the Committee of Investigation Appointed by Congress (Washington, 1816; Poor, Jefferson’s Library description begins Nathaniel P. Poor, Catalogue. President Jefferson’s Library, 1829 description ends , 5 [no. 163]). The response on behalf of winder, thought to have been authored by Rider H. Winder, was Remarks on a Pamphlet, entitled “An Enquiry respecting the Capture of Washington by the British, on the 24th of August, 1814, with, &c. &c. by Spectator” (Baltimore, 1816; Poor, Jefferson’s Library description begins Nathaniel P. Poor, Catalogue. President Jefferson’s Library, 1829 description ends , 5 [no. 163]).
