Monticello May 8. 14.

Dear Sir

Genl Kosciuszko whose revolutionary services and general devotion to the cause of liberty have rendered him dear to this country, made a deposit of all his funds in the monied institutions of this country, placing them under my general superintendance, which is exercised through mr Barnes who will have the honor of handing you this letter, and whom I take this occasion to make known to you for his great worth. I have instructed him to dispose of the General’s bankstock and to invest it in the new loan of the US. but the immediate object of this letter is to observe that during the war we have found it impracticable to remit to the General his annual interest, in consequence of which his letters inform me of his great distress in Paris, which must I know be great indeed. I have supposed it possible that he might perhaps be availed of some of the money transactions of your department so as to recieve his remittances thro’ them. any facility you may be so kind as to offer to mr Barnes for this purpose, besides being recieved as a personal favor to myself, will extend a much needed relief to one of our great revolutionary worthies.

I avail myself of this first occasion of congratulating you on your accession to the honorable and important station you now occupy. it is always a gratification to me to see the public offices confided to those whom I know to come into them with singleness of view to the public good. Accept the assurance of my great respect & esteem.

George Washington Campbell (1769–1848), attorney and public official, was a native of Scotland whose family immigrated to the United States in 1772, settling in Mecklenburg County, North Carolina. He entered the College of New Jersey (later Princeton University) in 1793 and graduated the following year. Campbell was admitted to the bar in North Carolina and then in Tennessee in 1798. After establishing a highly successful practice in Knoxville, he served in the United States House of Representatives, 1803–09. As a leading Jeffersonian Republican in an intensely partisan atmosphere, Campbell helped manage the impeachment trials of two Federalist judges, chaired the Ways and Means Committee, 1807–09, and wounded Federalist congressman Barent Gardenier in a duel in 1808. Campbell served on the Tennessee Supreme Court of Errors and Appeals, 1809–11, and he moved to Nashville in 1810 to oversee his landholdings. He represented Tennessee from 1811 to 1814 in the United States Senate, where he supported the war with Great Britain and chaired the Foreign Relations and Military Affairs committees. Campbell succeeded Albert Gallatin as secretary of the treasury, serving from February to September 1814, but he struggled with that difficult wartime position. Late the following year he resumed his seat in the Senate. In 1818 President James Monroe appointed Campbell envoy extraordinary and minister plenipotentiary to Russia, where he proved to be an able diplomat. After his return to Tennessee in 1821, he resumed his law practice and expanded his landed wealth. In 1832 President Andrew Jackson appointed Campbell to the French Spoliation Claims Commission, where for three years he led the American officials evaluating claims against France under the terms of the Rives Treaty.
