Sir,

Copies of three Acts of Congress are herewith enclosed—One of the 22nd Inst., respects the Exchange of Citizens captivated by the Indians—Another of the 22nd provides that the Officers, exchanged, & not continued in Service, be considered as supernumerary Officers—The third is of the 24th Inst., and directs a copy of a Memorial from Colonel Lewis Debois to be transmitted to your Excellency.1 I have the Honor to be With the greatest, Respect & Esteem Your Excellency’s Most Obedient Servant

1. The enclosed copies of congressional resolutions of 22 and 24 May are in DLC:GW; see also JCC description begins Worthington Chauncey Ford et al., eds. Journals of the Continental Congress, 1774-1789. 34 vols. Washington, D.C., 1904–37. description ends , 14:630, 636–37. GW enclosed a copy of the resolution on exchanging prisoners held by the Indians in his letter of 28 May to the commissioners for Indian affairs. Col. Lewis Duboys’s memorial to Congress concerning his rank, dated 12 May, is in DNA:PCC, item 41. GW returned this memorial, along with another of 9 April from colonels Philip Van Cortlandt and Peter Gansevoort, in his letter to Jay of 3 June, indicating that he considered Congress best suited to settle the dispute; Congress resolved on 5 June to rank Duboys after Van Cortlandt and Gansevoort (DNA:PCC, item 152; JCC description begins Worthington Chauncey Ford et al., eds. Journals of the Continental Congress, 1774-1789. 34 vols. Washington, D.C., 1904–37. description ends , 14:694).
