From Alexander Hamilton to Edmund Randolph, [12] July 1794

To Edmund Randolph

[Philadelphia] July [12]1 1794. “… The items in the inclosed accounts appear … most naturally and properly charges upon the fund for foreign intercourse.2 The fund alluded … contemplates matters of unforeseen casualty to which no other fund is applicable.”

1. H incorrectly dated this letter July 11, 1794. See Randolph to H, third letter of July 12, 1794.

2. This letter is endorsed “Knox. Wm. July 11. his accounts while acting as consul in Ireland.”

“An Act making further provision for the expenses attending the intercourse of the United States with foreign nations; and further to continue in force the act intituled ‘An Act providing the means of intercourse between the United States and foreign nations’” (1 Stat. description begins The Public Statutes at Large of the United States of America (Boston, 1845). description ends 345 [March 20, 1794]) had authorized one million dollars for the President’s use in defraying diplomatic expenses.
