17 February 1812, War Department. Presents for consideration “a system of field exercise and manoevers of Infantry, adapted to the militia and regular troops of the United States, conformable to a resolution of the house of Representatives of the 17 Decr. 1811.”1

1The resolution requesting the president to have prepared “a system of rules and regulations proper to be adopted for training and disciplining the regular troops and militia of the United States” had first been introduced by William Blackledge of North Carolina on 13 Dec. 1811 and approved in a revised form four days later. JM forwarded a report complying with the resolution on 19 Feb. 1812. The enclosed treatise was referred to a select committee on military affairs from which Robert Wright of Maryland made a report to the House on 14 Apr. 1812 (Annals of Congress description begins Debates and Proceedings in the Congress of the United States … (42 vols.; Washington, 1834–56). description ends , 12th Cong., 1st sess., 495, 549, 1072, 1319). The report, the work of Inspector General Alexander Smyth, was then tabled and subsequently published by order of the secretary of war as Regulations for the Field Exercise, Manoeuvres, and Conduct of the Infantry of the United States; Drawn Up and Adapted to the Organization of the Militia and Regular Troops (Philadelphia, 1812; Shaw and Shoemaker description begins R.
