1. The resolution requesting the president to have prepared “a system of rules and regulations proper to be adopted for training and disciplining the regular troops and militia of the United States” had first been introduced by William Blackledge of North Carolina on 13 Dec. 1811 and approved in a revised form four days later. JM forwarded a report complying with the resolution on 19 Feb. 1812.
