I am directed by my Grandfather7 to forward you the inclosed Papers, which were put into his Hands by the Ambassador from Portugal, and to request you would take them into Consideration.—8

7. Oswald reported to Townshend on Oct. 2 that BF was still unwell and not able to travel: Giunta, Emerging Nation, I, 594.

The papers were English translations of a shipping manifest from Limerick for a cargo of butter and beef, and documents establishing that the vessel Nossa Senhora da Soledade Saõ Miguel é Almas was owned by Capt. Manoel Joze Gomes da Costa of the Portuguese port of Faro, and Miguel do O’ of nearby Olhaõ. The vessel had been captured by an American ship and sent to Boston: Wharton, Diplomatic Correspondence, VI, 344. Seven months earlier BF had called Livingston’s attention to a longstanding complaint of Ambassador Sousa de Coutinho about the seizure of another Portuguese ship: XXXVI, 644.
