1. In March, GW had appointed Benjamin Lincoln, Timothy Pickering, and Beverley Randolph as commissioners for a proposed treaty at Lower Sandusky with the hostile Indians of the Northwest Territory (GW to U.S. Senate, 1 Mar. [second letter]). The enclosed letter of 21 May, written at “Navy Hall, opposite Niagara,” by Randolph and Pickering, reported that the treaty probably would be delayed “for at least one month” and that Lincoln had not yet arrived at Niagara. A brief letter from all three commissioners, written at Niagara on 26 May, informed Knox that they had requested Major Isaac Craig at Pittsburgh to purchase white wampum beads for them. In their first letter of 27 May from Niagara, the commissioners wrote a more detailed account of their efforts to prepare for the proposed treaty, including Lincoln’s arrival on 25 May and their attempts to procure interpreters for the Delaware and Shawnee Indians and to purchase 80,000 white wampum beads.
