By the President’s order Bw Dandridge has the honor to transmit herewith enclosed, to the Secy of War a letter from the Governor of North Carolina, to the president; and sundry papers respecting the Spanish brig St Joseph.1 The President requests the Secretary to do with them what may be thought proper.2

1. The letter from Richard Dobbs Spaight to GW of 16 Feb., and its enclosures, concerned a Spanish request for restoration of the San Josef and its cargo.
2. In his letter to Spaight of 14 March, Knox acknowledged GW’s receipt of the letter of 16 Feb. and its enclosures. “It is the instruction Sir of the President,” Knox continued, “that the Marshal deliver up the money and other property belonging to the Spanish brig St Joseph without any deduction whatever. any claim he or any other person acting under your authority may have relatively to the said brig St Joseph must be properly authenticated & transmitted to this office where after examination it will be discharged.
“But any expenses incurred by Mr Jones agent of his Catholic majestys commissioners are not intended to be comprehended in this letter If such be founded they must be settled between the said commissioners & this government” (Nc-Ar: Governors’ Letterbooks).
