Principally compiled in Oct. 1779 at the request of the House of Delegates, these memoranda are drafts of the returns actually sent in a letter to Speaker Harrison on 4 Nov., q.v., but contain additions made after receipt of Washington’s letter to TJ of 26 Dec. 1779, q.v.; and other additions as late as 27 May 1780.
