Philadelphia, September 19, 1794. “The Governor directs me to inform you, that in compliance with the request, stated in your letter of the 18th. instant, he has given Orders for the discharge of Samuel Owner,1 a workman employed in the service of the United States, but drafted for the Western expedition.”

1On September 19, 1794, the following entry appears in the “Executive Minutes of Governor Thomas Mifflin”: “In compliance with the request of the Secretary of the Treasury of the United States, the Governor gave orders to the Adjutant General [Josiah Harmar] for the discharge of Samuel Owner, a workman employed in the service of the United States but drafted for the Western Expedition, which was communicated to the Secretary” (Pennsylvania Archives, 9th ser. description begins Pennsylvania Archives, 9th ser., I, II, (n.p., 1931). description ends , II, 867–68).

Mifflin’s orders, which Dallas communicated to Harmar, read: “It has been represented to the Governor, by Mr. Hamilton, who acts for General Knox in the War Department, that Samuel Owner, of Captain Guy’s Artillery, has been employed in an important work for the United States, and that it is very material to the public service, that he should not be included in the drafts for the western expedition. Under these circumstances, the Governor requests that you will confer with the commanding officer of the Corps, in which Samuel Owner serves, and signify his request and approbation that the man should be discharged” (Pennsylvania Archives, 2nd ser., IV description begins Pennsylvania Archives, 2nd ser., IV (n.p., 1876). description ends , 329–30).
