Baltimore, November 26, 1793. “… Inclosed is a copy of a letter received from the Captain of the Revenue Cutter respecting the Lieutinant.1 I wait your instructions how to proceed or what proceeding there are to be in that most disagreeable business.…”

1This letter from David Porter, captain of the Maryland revenue cutter Active, is dated November 22, 1793, and states that “William Thomas Mate of the Cutter, left here on the morning of the 11th of October, last without either Liberty or order And has not returned to his duty Since: I do not Conceive that he is intitled to Either pay or Sustenance from the publick Since that period Should he ask it” (ALS, RG 56, Original Letters to the Collector at Baltimore, National Archives).
