[Philadelphia] September 24, 1794. “The Secretary of State, not having time to have the inclosed from Mr. Jaudenes1 translated, presents it to the Secretary of Treasury; as it relates to a privateer fitted out in the neighborhood under French colours, and being just ready to sail.”
