Providence, July 23, 1791. “I have recd. your circular Letter of the 8th instant, relative to Teas. The Duties on the Hyson-Skin, imported in the Ship Genl. Washington, were ascertained at 20 Cents a pound; it appearing from all accounts, to be less costly than even Souchong and inferior in quality, I judged it could not properly be classed higher than ‘other green Teas’.…”
