From Sharp Delany

[Philadelphia] February 13, 1790. Discusses two objects “intimately connected with your present plan, and also applicable to the present revenue Laws.” The first object “is that of having a Boat in our Bay which … is absolutely necessary to prevent smuggling.” The second “is that of stores” needed for goods deposited by merchants as security.
