Treasury Department, Revenue Office, May 8, 1794. “I have the honor to request, that a warrant may be issued, in the name of Matthew Spillard,1 for (five) five hundred Dollars, as an advance to him, on a/count of his contracts for supplying Rations to the Troops of the United States at the Post of Philadelphia.”2

2On May 9, 1794, Coxe wrote to Spillard: “I agree to your proposals, for supplying the Recruits with provisions from 1st day of April last to the first day of December ensuing at Philadelphia at 12 Cents ⅌ ration” (LC, RG 75, Letters of Tench Coxe, Commissioner of the Revenue, Relating to the Procurement of Military, Naval, and Indian Supplies, National Archives). On May 15, 1794, a warrant for five hundred dollars was issued to Spillard (D, RG 217, Miscellaneous Treasury Accounts, 1790–1894, Account No. 5702, National Archives).
