Sir,

Agreeably to your Letter of the 19th. instant, which I had the honor to receive this morning, I enclose a Letter & commission for Cotton Thayer, to be a 2nd Lieutt. of Marines, which after receiving your Signature may be forwarded to Capt. Talbot.

I have the honor to be, / with the highest esteem & respect / sir, / yr most obed sert
