Pay to Timothy Pickering, Secretary of State, out of the proper fund, One thousand Dollars, to be applied by him in defraying the expenses attending the procuring copies of the proceedings of the british Vice admiralty courts in the cases of british spoliations committed on the commerce of the United States.
