Sir.

I have the honor to transmit you inclosed the Exemplification of an Act of the Legislature of this State—ratifying the Amendment of the Constitution of the United States proposed by the Senate and House of Representatives at their last Session respecting the Judicial Power thereof,1 and am with the highest Respect your Most Obedient Servant

The first copy was enclosed with GW’s message to Congress of 21 Nov. 1794, the second with GW’s message to Congress of 8 Jan. 1795.

1The copy of the exemplification, certified by George Taylor, Jr., as a "True Copy," is also in DNA: RG 46, Third Congress, 1793-95, Senate Records of Legislative Proceedings, President’s Messages. The document records that on 27 March the New York Senate, Assembly, and Council of Revision passed a bill ratifying the amendment—"The Judicial Power of the United States shall not be construed to extend to any Suit in Law or Equity commenced or prosecuted against one of the United States by Citizens of another State or by Citizens or Subjects of any foreign State"—and that letters patent were created and the seal was affixed on 3 July.
