[Philadelphia] Febr. 5. 1793
My Dr. Sir
Inclosed is a packet for Mr. Short2 which I beg you to forward. I leave it open for your perusal to save me the time it would require to repeat the subject to you. Inclosed is another Copy of the Letter for you.3 I have the consolation of believing that the attempt will in the end do good to the Government & to myself.4

1. Pinckney was United States Minister Plenipotentiary to Great Britain.
2. H to William Short, February 5, 1793. Short at this time was in Madrid where he was serving as co-commissioner with William Carmichael to settle the differences between the United States and Spain.
3. This was a copy of H’s “Report on the Balance of All Unapplied Revenues at the End of the Year 1792 and on All Unapplied Monies Which May Have Been Obtained by the Several Loans Authorized by Law,” February 4, 1793.
