From the Governor of Virginia

Council Chamber Richmond Jany 3d. 1791.

Gentlemen,

I do myself the Honour to inclose you three Resolutions and a Memorial of the General Assembly on the subject of the Act of Congress making provision for the Debts of the United States1 together with a Resolution instructing you to use your utmost endeavours to procure the Admission of the Citizens of the United States to hear the Debates of the Senate.2 I am Most respectfully &c.

FC (Vi: Executive Letter Book). In a clerk’s hand. Addressed “To the Honourable the Senators of this State in Congress.” Instead of recording a separate letter to the representatives, the clerk noted: “The same to the Representatives except the Clause which relates to the Instruction of the Senators.” Enclosures not found.
