1. The enclosed statement of expenditures accounted for a part of the $10,000 appropriated in section 3 of the Appropriations Act of 26 Mar. 1790 “for the purpose of defraying the contingent charges of government.” The act directed the president to “cause a regular statement and account of such expenditures to be laid before Congress at the end of the year” (1 Stat. description begins Richard Peters, ed. The Public Statutes at Large of the United States of America, from the Organization of the Government in 1789, to March 3, 1845 . . .. 8 vols. Boston, 1845-67. description ends 104–6). The account listed all contingent expenses for 1790 (see GW to the U.S. Senate and House of Representatives, 17 Jan. 1791, n.1) and 1791. The 1791 account listed payments of $9.00 to George Thatcher “agent for David Luval for a Seal for the district of Maine” on 28 Jan. 1791; $11.79 to Andrew Frances “Agent for Peter Maverick for a Seal for the district of New York” on 12 July 1791; $10.00 to Jonathan Sitgreaves, judge for the western district of North Carolina on 13 Sept. 1791; and $10.00 to Harry Innes, district judge in Kentucky on 26 Oct. 1791 (DNA: RG 46, Second Congress, 1791–1793, Records of Legislative Proceedings, President’s Messages).
