In obedience to the Order of the House of Representatives, of this date, I have the honor to inclose your their Resolution respecting certain estimates from the department of War, for the year one thousand, seven hundred and ninety three.1 With the most perfect respect I am, Sir, Your most obedient, and very humble Servant

This message from the House Speaker and its accompanying resolution were recorded in the letter book under the date of 5 Dec., which was the date it was “laid before the President.”

1The enclosed resolution of 4 Dec., copied for Trumbull from the House journal by its clerk John Beckley, reads: “Resolved, that the President of the United States be requested to cause to be laid before the House an estimate of the contingent expenses of the department of War, for the year one thousand seven hundred and ninety three, and of the items, upon which the report of the Secretary for the department of War states certain estimates, called conjectural, are founded, specifying, as distinctly as may be, the heads of such articles.” Tobias Lear added the following note beneath the letter-book copy of the resolution: “N.B. In pursuance of the foregoing Resolution the President directed the Secretary of War to make out a statement, conformable thereto & lay it before the House; which was accordingly done on the 12 of december 1792” (DLC:GW). Lear wrote Henry Knox on 5 Dec., at GW’s request, asking Knox to provide the required information (DLC:GW). The House read Knox’s report on 12 Dec.
