Department of State February 5th 1795

The Secretary of State has the honor of inclosing to the President, a Letter from Mr Harrison of New York and some remarks wh. Mr Rutherford of Virginia desired him to transmit to the President.1

1Neither Mr. Harrison’s letter nor Robert Rutherford’s remarks have been identified. On 10 Feb., GW’s secretary Bartholomew Dandridge, Jr., transmitted the latter to Secretary of War Timothy Pickering: “By the President’s order B. Dandridge respectfully returns to The Secy of War the letters &c. from Gov: Blount—& sends also for his consideration some remarks of mr Rutherford of Virga respecting the arsenal to be established on the Potomac” (DLC:GW).
