Philadelphia 25. June 1796.

Sir.

In consequence of a representation from the Inspectors of the Health-Office of the Port of Philadelphia,1 I have exercised the power vested in me by the laws of Pennsylvania, for imposing a Quarantine on all vessels arriving from the West-India Islands; and I have the honor to inclose a copy of my Proclamation on that subject for your Excellency’s information.2 I am, Sir, with perfect respect, Your most obedt Hble Servt

1The Philadelphia health inspectors had passed a resolution requesting the governor to impose a quarantine on the evening of 21 June “in consequence of the Reports which have this day been communicated to the Board, respecting the health of the West India Islands” (PHarH: Executive Correspondence, 1790–99).

2Mifflin enclosed a copy of a proclamation issued on 23 June: “Whereas, the Inspectors of the Health Office of the Port of Philadelphia, have reported to me, that an infectious or contagious disease exists in several of the West India Islands, so that the safety and health of the Citizens of Philadelphia require, that a quarantine should be immediately laid, on all vessels arriving in this Port from the said Islands. Therefore … any, and every ship or vessel coming from any of the said West India Islands, shall be stopped and detained in the stream of the River Delaware opposite to the Health Office on State Island, to the intent that the Master or Captain, and all persons on board of such ship or vessel, shall there do, execute, and perform a quarantine of five days, and for such longer term, as the Resident Physician, with the advice of the Consulting Physician, and the Inspectors of the Health Office shall devise and prescribe” (MHi: Pickering Papers).
