Boston, December 26, 1789. “… your Circular letter of the 18th. just came to hand and I am happy to inform you that I have anticipated your orders and early adopted that line of conduct which I thought would secure that punctuality in the payment of bonds.… I have the pleasure now to inform you that we have not … had any person a delinquent for a moment.…”
