Sir,

I have the honor to submit to your consideration the proposed draft of an introductory letter to the Governors of the respective States relative to the intended fortifications.1

If you should approve thereof, Copies shall be prepared for the distant States by the Mondays posts. I have the honor to be with perfect respect Your obedt Servant

1. Knox wrote the enclosed draft, which has not been identified, in response to the passage of “An Act to provide for the Defence of certain Ports and Harbors in the United States,” 20 March 1794 (Stat description begins Richard Peters, ed. The Public Statutes at Large of the United States of America, from the Organization of the Government in 1789, to March 3, 1845 . . .. 8 vols. Boston, 1845-67. description ends . 1:345–46). The draft probably was similar to the letter that Knox wrote to New Hampshire governor Josiah Bartlett on Monday, 24 March (see n.3 of Knox to GW, 19 March [first letter]).
