1. In a letter of 10 Jan., Kentucky governor Isaac Shelby wrote Knox in order “to call the Attention of the President of the United States to the defenceless situation of the frontiers of this state.” In expectation of being “vigorously attacked by the Indians early in the spring,” Shelby sought “discretionary powers” in order to call up and employ the state militia for use against the Indians. He justified this request by noting that the federal army under Gen. Anthony Wayne had provided to date “inadequate protection,” was situated too far away, and did not have enough familiarity with the different regions within Kentucky to be effective (KyLoF: Isaac Shelby Papers).

2. The letter from Arthur Campbell to Knox of 23 Jan. has not been found, but according to GW’s executive journal it was “on the subject of forming a barrier between the US. & the southern Indians by introducing emigrants, & forming a line of settlement.” Both enclosures were submitted to GW on this date and subsequently returned to Knox (JPP description begins Dorothy Twohig, ed.
