The absence of the Department of the Navy, created in 1798, indicates that TJ drew this chart during his tenure as Secretary of State, when war, treasury, and state were the only existing executive departments, and other internal evidence suggests that he did so early in his tenure when the Department of State’s lines of authority were still fluid.
It was undoubtedly soon after TJ took office as Secretary of State that he received from Tobias Lear, acting either at the President’s behest or in response to a request by TJ, a document entitled “A List of such Officers as have been, or may be appointed by the President of the United States, by and with the advice and consent of the Senate” (MS in DLC: TJ Papers, 234: 42197–8; consisting of a three-page roster of offices in Lear’s hand; undated, but written before 4 June 1790).
