Sir,

I have had the pleasure of receiving and communicating to Congress your Excellency’s Letter of the 21st Inst: respecting Coll Rawlins—Copies of two Acts of Congress of this day, One on that Subject, & the other refusing a Request of Major General Phillips to go to New York & ordering him to Virginia, are herewith enclosed.1 I have the Honor to be With the greatest Respect & Esteem Your Excellencys most Obed. & hbl. 1. The enclosed copies of these resolutions are in DLC:GW; see also JCC description begins Worthington Chauncey Ford et al., eds. Journals of the Continental Congress, 1774-1789. 34 vols. Washington, D.C., 1904–37. description ends , 13:104. Another copy of the resolution authorizing Lt. Col. Moses Rawlings and his officers to recruit the three companies of his independent corps to full strength was enclosed in GW’s letter to Rawlings of 30 January. Another copy of the resolution regarding British major general William Phillips was enclosed in Jay’s letter to Phillips of this date, which GW enclosed in his letter to Phillips of 26 January.
