With the inclosed I recvd two large Packets, one for Congress the other for Gen. Washington,1 which cost 10 livres Postage. I shall send them forward by next opportunity unless you forbid it, but I think proper to inform you of it. I am with the greatest Respect Gentlemen Your obedient Servant

1. The enclosure was a note from one Flöbergue de La Rocatelle, chevalier de St.-Louis and a former chief engineer, who wrote from Toul to ask to have the two packets forwarded. The one for Congress, the subject of which we do not know, was received in December and referred to the committee for foreign affairs: JCC, IX, 1040. Two other documents by the chevalier, undated, are among BF’s papers. One explains that the memoir for Washington concerns establishing a school for engineers in America. The other, an application to join the U.S. army, must be later because with it, we assume, he enclosed a certificate of his services from the French Minister of War dated July 30, 1778. APS.
