Sir

I had the honour of writing to your Excellency the 25th by Messenger Jones.

Inclosed under Cover with this Your Excellency will receive an Act of Congress of the 21st Inst. relative to the treatment of prisoners of War, prefaced by a recital of an Act of the 19th formerly transmitted—also a number of Copies to be disposed of as Your Excellency shall judge proper.1 I have the honour to be &ca.

1. The congressional resolves of 21 Jan. relating to prisoners, which GW forwarded to William Howe on 30 Jan. and to Commissary General of Prisoners Elias Boudinot on 3 Feb., are in JCC description begins Worthington Chauncey Ford et al., eds. Journals of the Continental Congress, 1774-1789. 34 vols. Washington, D.C., 1904–37. description ends , 10:74–82. The resolves refer to a resolution of 19 Dec. 1777, which Laurens had transmitted to GW on 20 Dec. (ibid., 9:1036–37). For the background to this legislation, see William Howe to GW, 19 Jan., n.1.
