D Sir,

I am desirous to obtain the office of Collector of the direct tax & am at a loss to know to what department to make application. relying on your superior acquaintance with public1 business & your readiness to assist those who are ignorant must beg you to give me the proper information on the subject as it regards the department to which I must apply also the requisites of the law—credentials &C &C. A 22 July 1813 “Act for the assessment and collection of direct taxes and internal duties” divided Virginia into twenty-six collection districts, of which the thirteenth comprised Amelia, Buckingham, Cumberland, and prince edward counties. The only stipulated credentials were that each district collector be “a respectable freeholder and reside within the same.” Samuel Jones was ultimately chosen as the collector for the thirteenth district (U.S. Statutes at Large description begins Richard Peters, ed., The Public Statutes at Large of the United States … 1789 to March 3, 1845, 1845–67, 8 vols. description ends , 3:23–4, 25; JEP description begins Journal of the Executive Proceedings of the Senate of the United States description ends , 2:455, 456, 461 [18, 21 Jan. 1814]).
