§ To the House of Representatives

16 December 1809. In response to a 13 Dec. House resolution, transmits extracts from the correspondence of the U.S. minister at London.

RC and enclosures (DNA: RG 233, President’s Messages). RC 1 p. In a clerk’s hand, signed and dated by JM. Enclosures (21 pp.) are a “Brief account of an un-official conversation between Mr. Canning and Mr. Pinkney on the 18th. of January 1809, continued on the 22d. of the same month,” and extracts from Pinkney to Robert Smith, 28 May and 6, 9, and 23 June 1809. The House, in the 13 Dec. debate on Anglo-American relations, had requested “any despatch from the American Minister in London, relative to the instructions of Mr. Canning to Mr. Erskine, of the 23d day of January, 1809,” that in the president’s opinion was not “improper to be communicated.” JM’s message and enclosures were received, read, and ordered to be printed by the House on 18 Dec.
