§ From William Jones. 17 February 1814, Navy Department. “I have the honour to submit to your consideration, the following List of promotions and appointments during the late recess of Congress.”

Letterbook copy and letterbook copy of enclosure (DNA: RG 45, LSP). Letterbook copy 1 p. The enclosure (1 p.) listed four promotions, including that of Oliver Hazard Perry from master commandant to captain on 10 Sept. 1813, and seven appointments, including two Marine Corps officers, two pursers, two surgeon’s mates, and one navy agent, Richard Parrott of Georgetown. JM’s message forwarding the nominations was received in the Senate on 17 Feb. 1814 (Senate Exec. Proceedings, description begins Journal of the Executive Proceedings of the Senate of the United States of America (3 vols.; Washington, 1828). description ends 2:474–75).
