Dear Sir.
I have just time to inclose the final report of the Board of Officers.1 There is no additional intelligence from Europe. There is nothing new here. Many of the Officers have left Washington; and, upon the whole, I think that our Military arrangements will produce less discontent and clamour, than was anticipated. 1. Dallas probably enclosed an undated report, signed by Maj. Gen. Jacob Brown as president of the board of officers, which recommended several changes to the original list of peacetime army officers proposed by the board (see Dallas to JM, 3 May 1815 [second letter], and n. 1), stated that the board had reported on all the matters assigned to it, and asked that its secretary be allowed additional pay of three dollars per day. JM submitted a copy of the report to the Senate on 13 Feb. 1816, along with a copy of an additional report dated 10 May 1815 and signed by Brown as president of the board, suggesting several further changes to the original list of officers (DNA: RG 46, Executive Proceedings, Other Records, 14B-D1; 2 pp.).
