Sir,

I have Seen Col Burrows and I have arranged with him to be at the Barracks at half after 9 OClock tomorrow morning. I have taken the liberty of fixing this time as I shall thus have more time for the business of my department, and it will not, I trust, be an inconvenient time to you

Marine Corps Commandant William Ward Burrows had expressed concerns to Smith regarding the quality of the work completed on the marine Barracks in Washington. On 28 Sep., Smith ordered Burrows to have the work surveyed in order to determine whether it had been carried out according to contract (FC in Lb in DNA: RG 45, MLS). On 9 Oct., Smith addressed a letter to Francis Deakins, Francis Lowndes, Daniel Carroll, Thomas Law, and Thomas Tingey, informing them that “the president is desirous” that they inspect the brickwork completed by Lawrence Pearson and Robert Brown and report on whether the barracks should be accepted by the government (same).
