I have the honor to propose for your approbation John F. Heilaman of the State of Vermont and William C. Smith of Pennsylvania to be Surgeon’s Mates in the Army.

On the same date as the letter printed above, Dearborn informed John F. HEILAMAN and William C. SMITH that the president had appointed them surgeon’s mates in the army. The Senate approved the appointments in January and March 1803, respectively (FC in Lb in DNA: RG 107, LSMA; , 1:434, 440, 441, 446).
